AUTHORIZING AWARDS FOR KANE COUNTY FOOD AND FARM RESILIENCY PROJECT GRANTS AND THE EXECUTION OF GRANT AGREEMENTS

WHEREAS, the Congress of the United States has enacted the American Rescue Plan Act of 2021 ("ARPA") to provide economic relief to State, Local, and Tribal governments responding to the economic and public health impacts of the COVID-19 pandemic; and
WHEREAS, the County of Kane has received a total of $103,413,041 (One Hundred Three Million, Four Hundred Thousand, Forty-One Dollars) in State and Local Fiscal Recovery Funds("SLFRF") from the United States Department of the Treasury pursuant to ARPA; and
WHEREAS, in Resolution No. 24-171, the Kane County Board approved the allocation of $863,000 (Eight Hundred and Sixty-Three Thousand Dollars) of SLFRF to fund the Kane County Food and Farm Resiliency project for the purpose of responding to the COVID-19 public health emergency and its negative economic impacts; and
WHEREAS, pursuant to Resolution No. 24-171, $755,000 (Seven Hundred Fifty-Five Thousand Dollars) of the allocation to the Kane County Food and Farm Resiliency project will be used to provide grants for food-growing farm operations in Kane County to help cover the cost of critical operating expenses, allowing farmers to more easily prioritize long-term investments in farm infrastructure and business growth, and eligible applicants including farms operated; and
WHEREAS, Kane County utilized a competitive notice of funding process for the Kane County Food and Farm Resiliency project grants (see Exhibit A), and the Kane County Development and Community Services Department requests that the awards be granted to the entities in the amounts listed in Exhibit B, subject to the recommendation of the American Rescue Plan Committee and the approval of the Kane County Board.
