WHEREAS, the Kane County Information Technologies Department is responsible for the Tyler Court Case Management system utilized by the Circuit Clerk, Judiciary, State's Attorney, Public Defender and various other court agencies; and

WHEREAS, the Judicial Public Safety Strategic Planning and Technology Commission reviews and makes recommendations to the County Board regarding issues related to the Court Case Management System and related items; and

WHEREAS, Kane County issued an RFP (27-013) for Justice Case Management Systems for each of the Circuit Clerk/Judiciary, Public Defender, and State's Attorney's Offices and Tyler Technologies, Inc. was selected (Resolution No. 14-238); and

WHEREAS, it is the recommendation of the Judicial Public Safety Strategic Planning and Technology Commission that the County continue to utilize the services of a support account manager to provide dedicated support for project management; and

WHEREAS, the current Portal is reaching the end of its support life, and the County must transition to a new Portal product to ensure continuity of operations; and

WHEREAS, Tyler Technologies now offers Justice Case Access portal as the replacement for the current portal, at an annual cost of Forty Thousand Dollars ($40,000) per fiscal year; and

WHEREAS, this software is exempt from bidding under Section 1-216E of the Kane County Code regarding Procedures for Purchase of items Not Suitable for Competitive Bid, 50 ILCS 5/5-1022(c) as it is considered additional proprietary licensing for computer software that was competitively bid; and

WHEREAS, this agreement calls for the use of funds beyond the present budget year and the County of Kane acknowledges the necessity of the appropriation of such funds.
