WHEREAS, the Kane County Finance Department (the "Finance Department") seeks to expand usage of the Workday Adaptive Planning (Workday) budgeting and software tool currently used by the Kane County Division of Transportation for all other County budgeting needs and requires professional services to assist with the implementation; and

WHEREAS, the County previously entered into an agreement with Workday for the Kane County Division of Transportation to utilize its budgeting and software tool and approved an agreement with Workday for access to and use of data analytics and budgeting/forecasting software by Resolution 24-24; and

WHEREAS, the Finance Department is separately seeking approval of the Kane County Board to utilize Workday; and

WHEREAS, Workday identified EAG Great Lakes, LLC d\b\a EisnerAmper (Eisner Amper) as their preferred, accredited, and sole partner within the greater Chicagoland area to provide the implementation services needed by the Finance Department in order to utilize Workday; and

WHEREAS, the Finance Department previously entered into a contract with EisnerAmper for $2,500 to conduct an initial assessment to identify implementation needs, which is attached hereto as Exhibit A; and

WHEREAS, EisnerAmper submitted a proposal for $57,780 to provide professional implementation services to the Finance Department, which is attached hereto as Exhibit B; and

WHEREAS, the Purchasing Department has indicated that this procurement is not suitable for competitive bid, pursuant to section 2-216(E) of the Kane County Code, which provides that the purchase of computer software, computer hardware, and computer databases that have been competitively procured and that require additional proprietary licensin...
