Authorizing Contract Extension for Medical Services for the Juvenile Justice Center

WHEREAS, pursuant to Section 3-15-2 of the Unified Code of Correction [730 ILCS 5/3-15-2] and the Administrative Office of the Illinois Courts Juvenile Detention Standards Section 6, the Kane County Juvenile Justice Center is required to provide reasonable and necessary medical care to detained youth; and
WHEREAS, the Juvenile Justice Center has had a relationship with Advanced Correctional Health (ACH) since 2011. They have the knowledge, expertise and personnel to provide quality service to youth detained at the Juvenile Justice Center. In 2020, when an RFP was issued seeking proposals to provide medical services for the Juvenile Justice Center, ACH was the only vendor to submit a proposal. As a result, there was a substantial increase in the cost of medical services at the Juvenile Justice Center. In researching why there were not more responses to the RFP, most vendors advised that the Juvenile Justice Center is too small and it wouldn't be worth their resources to do business with us. ACH is offering a one-year contract extension at a 3% increase, which is less costly than we feel we would do on the open market. This will be the last contract extension; in 2025 another RFP will be issued seeking a long-term contract to provide medical services at the Juvenile Justice Center.
WHEREAS, on February 1, 2020, the Kane County Juvenile Justice Center entered into a contract with Advanced Correctional Healthcare, of Franklin TN, to provide medical care for detained youth at an annual cost of $437,193.39.
