Supporting SB3915/HB4546 to Create a Manufacturer-Funded Household Hazardous Waste Stewardship Program in Illinois

WHEREAS, it is estimated that each U.S. household generates about 25 pounds of materials classified as household hazardous waste (HHW) each year, translating to an estimated generation of 4.6 million pounds in Kane County each year; and
WHEREAS, currently, the financial burden of funding safe, non-landfill disposal routes for HHW products falls upon state and local governments, with the total cost of current programs across the state estimated at $11 million per year; and
WHEREAS, the purpose of SB3915, the Household Hazardous Waste Stewardship Act, introduced by Sen. David Koehler to the 104th General Assembly, and HB4546, sponsored by Rep. Sharon Chung is to create a manufacturer-organized and funded stewardship program where all transportation and disposal costs and a significant portion of collection costs are borne by HHW manufacturers.
NOW, THEREFORE, BE IT RESOLVED that the Kane County Board is a Proponent of SB3915 and HB4546 and staff and elected officials are encouraged to submit witness slips and testimony establishing Kane County as a Proponent of SB3915 and HB4546, and are further encouraged to engage members of the General Assembly to recommend advancement of the Bill.
