AUTHORIZING AGREEMENT BETWEEN KANE COUNTY HEALTH DEPARTMENT AND ASSOCIATION FOR INDIVIDUAL DEVELOPMENT (AID) FOR NALOXONE VENDING MACHINES

WHEREAS, pursuant to the Substance Use Disorder Act (20 ILCS 301/5-23) and Executive Order 17-05, the Director of the Illinois Department of Public Health issued the "Illinois Naloxone Standing Order" to authorize "Naloxone Entities" to obtain and/or distribute opioid reversal agents to those who may assist an individual suffering from an opioid-related overdose; and
WHEREAS, the Kane County Health Department is a "Naloxone Entity" as it has established an Overdose Education and Naloxone Distribution Program, which is registered with the Illinois Department of Human Services Division of Substance Use Prevention and Recovery's ("IDHS/SUPR") Drug Overdose Prevention Program; and
WHEREAS, the Kane County Health Department has used funding it received from the IDHS/SUPR State Opioid Response grant to purchase Naloxone, a prescription medication that can block and/or reverse the effects of an opioid overdose; and
WHEREAS, as a strategy designed to prevent opioid-related deaths in Kane County, Association for Individual Development (AID) will allow the Kane County Health Department to provide access to Naloxone, in accordance with the Illinois Department of Public Health's Naloxone Standardized Procedure, by placing a no cost Naloxone vending machine inside the Association for Individual Development (AID)'s facilities in Elgin and Aurora; and
WHEREAS, an agreement to implement this strategy is attached to this Resolution as Exhibit A.
NOW, THEREFORE, BE IT RESOLVED that the Kane County Board approves of the agreement between the Kane County Health Department and Association for Individual Development (AID), attached hereto as Exhibit A, and authorizes the Executive Director of the Kane County Health Department to execute such agreement.
