ADOPTING THE KANE COUNTY HOUSING READINESS ACTION PLAN

WHEREAS, Kane County has partnered with the Chicago Metropolitan Agency for Planning ("CMAP") through its Local Technical Assistance program to advance implementation of the ON TO 2040 Plan for the seven-county Chicago region; and
WHEREAS, the Kane County Board has adopted the 2040 Plan as the comprehensive plan for Kane County with the theme of "Healthy People, Healthy Living, Healthy Communities" and is providing staff assistance to municipalities through the Kane County Planning Cooperative as a means of implementing the 2040 Plan; and
WHEREAS, this partnership with CMAP resulted in the development of the Kane County Housing Readiness Action Plan to help communities build capacity to access and administer housing funding, evaluate local land use and zoning, and address barriers to residential development; and
WHEREAS, as part of this effort, a comprehensive housing market analysis was completed to evaluate Kane County's demographic trends, housing stock, costs, and development patterns, and to assess the feasibility and potential benefits of new residential development types across the county; and
WHEREAS, the development of the Kane County Housing Readiness Action Plan included engagement with stakeholders and partners, including input from the City of Elgin, City of Batavia, Village of Pingree Grove, Village of East Dundee, Village of Sugar Grove, City of Aurora, Village of North Aurora, and City of Geneva, as well as a ULI Developer Panel held on April 9, which provided expert insight on the development feasibility and housing strategies; and
WHEREAS, the Kane County Housing Readiness Action Plan includes the Housing Readiness Checklist as a practical tool to guide communities in strengthening policies, processes, and regulations that support housing development.
