WHEREAS, Kane County Building Management Department is seeking to authorize a contract with ENCAP, Inc. for the design and construction of streambank and stream channel improvements for a segment of Geneva Creek on the Government Center property; and

WHEREAS, the Government Center property contains a segment of Geneva Creek, which flows westward along the southern edge of the county property and then through the Gunnar Anderson Forest Preserve before draining into the Fox River; and

WHEREAS, Geneva Creek is severely degraded due to ongoing streambank and stream channel erosion through both Kane County and Forest Preserve District of Kane County parcels and

WHEREAS, Kane County's Purchasing Department issued Request for Proposal #23-035 Geneva Creek Stabilization Project on September 15, 2023 to seek proposals from qualified vendors to complete a Design-Build project to address the stream erosion; and

WHEREAS, Kane County's Purchasing Department received proposals for RFP #23-035 from two qualified vendors on November 15, 2023; and

WHEREAS, the Kane County Building Management Department assembled a review committee comprised of staff from both the County of Kane and the Forest Preserve District of Kane County, which after reviewing and scoring the vendors' proposal to RFP #23-035 determined that ENCAP, Inc. was the most qualified firm and recommended that their proposal be accepted; and

WHEREAS, the Geneva Creek Stabilization Project was divided into five (5) Priority Area reaches and ENCAP, Inc.'s proposal for Priority Areas 1 through 5 total $499,607.00.

NOW, THEREFORE, BE IT RESOLVED by the Kane County Board that the Chairman is authorized and directed to execute a contract with ENCAP, Inc., not to exceed $499,607.00 with the fo...
