APPROVING A FY25 BUDGET ADJUSTMENT TO THE DEVELOPMENT AND COMMUNITY SERVICES DEPARTMENT FOR THE IMPLEMENTATION OF A UNITED STATES NATIONAL PARK SERVICE HISTORIC REVITALIZATION GRANT PROGRAM

WHEREAS, The Kane County Historic Preservation Ordinance (Ord 88-89)
Article 1, Purpose and Intent, Part C) To stabilize and improve the economic vitality and value of designated landmarks and preservation districts in particular and of the County of Kane in general; Part E) To protect and enhance the County's attractions to tourists and visitors and to support and provide stimulus to business and industry; Part F) To strengthen the economy of the County of Kane; and
WHEREAS, the Kane County Historic Preservation Plan, (November 1989), Goal 5 states, "Improve the economy of Kane County by encouraging expenditures for restoration work, adaptively reusing buildings to improve local economies, and promoting tourism related to historic resources" and Goal 3 states, "Retain as a working group those elements of the County's farm landscape, such as farmsteads, fence- rows, and cropland, that contribute to the aesthetics, historic character, and economy of the agricultural areas"; and
WHEREAS, Kane County was awarded a Paul Bruhn Historic Revitalization Grant by the National Park Service (NPS) in the amount of $750,000 to administer a three-year sub-grant program to revitalize historic buildings in the rural areas of the county; and
WHEREAS, Kane County will commit $50,000 of Development Department staff time as in-kind match towards the project; and
WHEREAS, Kane County will use the awarded funds to provide sub-grants to eligible rural historic building rehabilitation projects, hire historic preservation consultants when necessary for assistance with National Register applications and for legal expenses incurred obtaining required easements, covenants, or preservation agreements; and
