WHEREAS, the current two-year term of Kane County Board of Review member Constantine "Dino" Konstans expired on June 1, 2025; and

WHEREAS, the Illinois Property Tax Code provides that "In counties under township organization with less than 3,000,000 inhabitants in which no Board of Review is elected under Section 6-35, there shall be an appointed Board of Review"; the appointment is to be made by the Chairman of the County Board, with the approval of the Board (35 ILCS 200/6-5); and

WHEREAS, the Illinois Property Tax Code provides that in order to be appointed the Board of Review, a person must be qualified by experience and training in property appraisal and property tax administration, and must have passed an examination conducted by the Illinois Department of Revenue; and

WHEREAS, the Illinois Property Tax Code requires that the membership of the Board of Review "shall consist of 3 members, 2 of whom are affiliated with the political party polling the highest vote for any county office in the county at the last general election prior to any appointment made under this Section" and that the third member "shall not be affiliated with that same party" (35 ILCS 200/9-10); and

WHEREAS, Constantine "Dino" Konstans was admitted to the Illinois Bar in 1963 and has been practicing law in Illinois since that time, has been a licensed real estate broker in Illinois since 1972, passed the Board of Review examination conducted by the Illinois Department of Revenue in 1997, has previously been appointed to the Board of Review in 1997 (resolution 97-153), 1999 (resolution 99-134), 2019 (resolution 19-259), and 2023 (resolution 23-320) has been annually appointed as an additional member of the Board of Review under 35 ILCS 200/6-25 from 2002 to 2018 and then from 2021 to 2022, and is affiliated with the political party polling the highest...
