Authorizing Contract Amendment with Kerber, Eck, & Braeckel to Provide Financial, Accounting, and Consulting Services for Workforce Development Department

WHEREAS, Kane County administers annual allocations of federal workforce development funding provided by the Illinois Department of Commerce and Economic Opportunity for the Local Workforce Development Area, which includes Kane, Kendall and DeKalb Counties; and
WHEREAS, said funding is authorized under the Workforce Innovation and Opportunity Act (WIOA), which supports career and employment readiness services, as well as occupational training opportunities for area job seekers; and
WHEREAS, the effective administration and oversight of WIOA-funded programs requires sufficient staffing capacity and experience to ensure compliance with federal and state requirements, performance accountability, fiscal integrity, and service delivery; and
WHEREAS, federal WIOA funds are available and have been allocated to Kane County for workforce development purposes; and
WHEREAS, the continuation of direct technical assistance with Kerber, Eck, & Braeckel (KEB) of Springfield, IL is strongly encouraged by the Illinois Department of Commerce and Economic Opportunity until Workforce Development Fiscal Manager is thoroughly familiar with State and Federal fiscal processes and procedures; and
WHEREAS, KEB has submitted a scope of work consisting of a maximum of 630 estimated hours of technical assistance, with a blended hourly rate of $231, resulting in a projected cost of $145,530; and
WHEREAS, sufficient WIOA grant funds are available to fully support the cost of this contract, and no County General Fund dollars will be required.
NOW, THEREFORE, BE IT RESOLVED that the Kane County Board hereby authorizes the renewed contract with KEB for fiscal consulting services in the amount of $145,530 and authorizes the Kane County Board Chairperson to execute any necessary documents in connection with this amendment.
NOW, THEREFORE, BE IT FURTHER RESOLVED that this resolution shall be effective upon adoption by the Kane County Board.
