Authorizing the Reorganization of the Workforce Development Department and the Creation of Workforce Services Program Manager Positions Funded Through the Workforce Innovation and Opportunity Act (WIOA)

WHEREAS, Kane County administers annual allocations of federal workforce development funding provided by the Illinois Department of Commerce and Economic Opportunity for the Local Workforce Development Area, which includes Kane, Kendall and DeKalb Counties; and
WHEREAS, said funding is authorized under the Workforce Innovation and Opportunity Act (WIOA), which supports career and employment readiness services, as well as occupational training opportunities for area job seekers; and
WHEREAS, the effective administration and oversight of WIOA-funded programs requires sufficient staffing capacity to ensure compliance with federal and state requirements, performance accountability, fiscal integrity, and service delivery; and
WHEREAS, federal WIOA funds are available and have been allocated to Kane County for workforce development purposes; and
WHEREAS, the reorganization will improve span of control, strengthen program accountability, increase regional service capacity, and enhance compliance monitoring across Kane, Kendall, and DeKalb Counties; and
WHEREAS, the elimination of the Workforce Services Manager, currently vacant, and the creation of three (3) Workforce Services Program Manager positions will enhance staff training and onboarding, internal and external program monitoring, and compliance for WIOA-funded workforce development activities; and
WHEREAS, the Human Resources Department has reviewed the proposed Job Description and assigned a grade of 510 with a current salary range of $57,730.18 to $86,595.27; and
WHEREAS, the restructuring would save the Workforce Development Department approximately $15,000 through the elimination of a higher-level management position and redistribution of supervisory responsibilities; and
WHEREAS, sufficient WIOA grant funds are available to fully support the cost of these positions, and no County General Fund dollars will be required.
NOW, THEREFORE, BE IT RESOLVED by the Kane County Board that the new organizational structure eliminating the Workforce Service Manager position and creating three (3) Workforce Services Program Manager positions at a salary grade of 510 within the Workforce Development Department is hereby approved, contingent upon the continued availability of WIOA funding.
NOW, THEREFORE, BE IT FURTHER RESOLVED that the three (3) Workforce Services Program Manager positions shall be fully funded through WIOA grant funds and shall not create any financial obligation to the Kane County General Fund.
NOW, THEREFORE, BE IT FURTHER RESOLVED by the Kane County Board that the Kane County Human Resources Department, Finance Department, and Workforce Development Department are authorized and directed to take all necessary actions to implement this resolution, in accordance with County policy and applicable law.
