Authorizing a Farmland Lease and License of Parcel 0932300013 Located at the Northeast Corner of Route 38 and Peck Road

WHEREAS, pursuant to 55 ILCS 5/5-1049.2(b), the Kane County Board is authorized to lease farmland held by the County of Kane for any term not exceeding five (5) years, upon three-fourths vote by the full Kane County Board; and
WHEREAS, pursuant to 55 ILCS 5/5-1049.2(b), farmland held by the County of Kane may be leased to either public or private entities via a cash lease, crop-sharing arrangement, or custom farming arrangement, and the bid process for such lease must be publicly advertised and sealed bids must be opened at a Kane County Board meeting for public review; and
WHEREAS, the County of Kane issued a public invitation for bids for qualified individuals, farmers, and other eligible vendors/proposers to lease approximately twenty (20) acres of County-owned farmland for agricultural use for a term not to exceed five (5) years (BID# 26-019-TL); and
WHEREAS, the County of Kane received only one (1) bid prior to the advertised submission time and date, and at the March 10, 2026, Kane County Board meeting, the sealed bid was opened for public review; and
WHEREAS, Jeff Laczynski from Maple Park, Illinois, submitted the single response to the publicly advertised bid, offering to pay the County of Kane seventy-five dollars ($75.00) per acre per year, for a sum of one thousand and five hundred dollars ($1,500.00) per year for twenty (20) acres, and a total sum of seven thousand and five hundred dollars ($7,500.00) for the five (5) year contract; and
WHEREAS, the Building Management department recommends awarding a contract to Jeff Laczynski, Maple, Park, Illinois pursuant to the terms of BID# 26-019-TL.
NOW, THEREFORE, BE IT ORDAINED by the Kane County Board that the Kane County Board Chairman is hereby authorized to enter into an agreement with Jeff Laczynski, Maple Park, Illinois for Farmland Leasing, in accordance with the terms of Bid #26-019-TL, based on the terms and conditions of the draft agreement attached hereto as Exhibit A, subject to the review and advisement of the Kane County State’s Attorney’s Office, for a term of five (5) years, in the amount of seventy-five dollars ($75.00) per acre per year, for a sum of one thousand and five hundred dollars ($1,500.00) per year for twenty (20) acres, and a total sum of seven thousand and five hundred dollars ($7,500.00) for the five (5) year contract.
