Authorizing an Application for an Illinois Transportation Enhancement Program Grant for the Randall Road MultiModal Improvements, Segment N-7, Kane County Section No. 21-00539-00-TD

WHEREAS, the County of Kane, through the Kane County Division of Transportation desires to participate in the construction of multimodal improvements along Randall Road; and

 

WHEREAS, the proposed Randall Road multimodal improvements, Segment N-7, located along Randall Road between Corporate Parkway and County Line Road (hereinafter referred to as the “Improvement”), will include bicycle and pedestrian facilities and related intersection improvements, accessibility, transit access, signage, and multimodal improvements; and

 

WHEREAS, the Improvement is intended to address gaps in the existing bicycle and pedestrian network and provide safer and more accessible transportation options for pedestrians, bicyclists, public transportation users, and other travelers along the Randall Road corridor; and

 

WHEREAS, the Improvement is consistent with the goals and recommendations of the 2023 Kane County Bicycle and Pedestrian Plan; and

 

WHEREAS, the Illinois Department of Transportation (hereinafter referred to as the “STATE”) is accepting applications for funding through Cycle 17 of the Illinois Transportation Enhancement Program (hereinafter referred to as “ITEP”); and

 

WHEREAS, ITEP provides funding for eligible project costs in accordance with requirements set forth by the State of Illinois; and

 

WHEREAS, the County desires to submit an application for ITEP funding for the Improvement; and

 

WHEREAS, ITEP funding approval will require the County to provide a local match for funds received under the program and shall require the County to remain responsible for all ineligible costs, subject to appropriation by the Kane County Board.

 

NOW, THEREFORE, BE IT RESOLVED by the Kane County Board that the Chairman of the Kane County Board and the Director of Transportation/County Engineer, or their designees, are hereby authorized to prepare, execute, and submit the ITEP application and all supporting documents on behalf of the County of Kane.

BE IT FURTHER RESOLVED that the County of Kane commits to providing the required local matching funds and paying any ineligible costs or project costs exceeding the amount of funding awarded by the State of Illinois, subject to appropriation and approval by the Kane County Board.

 

BE IT FURTHER RESOLVED that, if funding is awarded, the applicable joint funding agreement and any necessary appropriations shall be presented to the Kane County Board for consideration and approval.
