Authorizing Award for Competitive Community Mental Health First Aid Training Grant and the Execution of Grant Agreements

WHEREAS, the Congress of the United States has enacted the American Rescue Plan Act of 2021 (“ARPA”) to provide economic relief to State, Local, and Tribal governments responding to economic and public health impacts of the COVID-19 pandemic; and
WHEREAS, the County of Kane will receive a total of $103,413,041 (One Hundred Three Million, Four Hundred Thousand, Forty-One Dollars) from the United States Department of the Treasury, in State and Local Fiscal Recovery Funds (“SLFRF”) pursuant to ARPA, and has received its first payment in the amount of $51,706,520.50 (Fifty-One Million, Seven Hundred Six Thousand, Five Hundred Twenty Dollars and Fifty Cents); and
WHEREAS, pursuant to ARPA, the County of Kane shall use the SLFRF to defray costs associated with its response to the COVID-19 pandemic within the County, to address the economic fallout from the pandemic, and lay the foundation for a strong and equitable recovery; and
WHEREAS, the COVID-19 pandemic has negatively impacted public health, including an increased strain on community mental health and social support resources; and
WHEREAS, SLFRF may be used to cover mental and behavioral health care and social support services, including costs associated with mental health treatment, substance misuse treatment, food pantries, homeless shelters and support, other behavioral health services, hotlines or warmlines, crisis intervention, overdose prevention and services or outreach to promote access to behavioral health primary care; and
WHEREAS, the Kane County Board has established the American Rescue Plan Committee (“ARPC”) as a resource for research, education, planning, and recommendations for the best allocation and uses of the County’s SLFRF; and
WHEREAS, the Kane County Board approved in Resolution 23-497 the allocation of $9,900,000 (Nine Million, Nine Hundred Thousand Dollars) of SLFRF to the Kane County Health Department to improve the behavioral health system in Kane County and meet the behavioral health needs of residents; and
WHEREAS, the Kane County Health Department established parameters for the allocation of $75,000 (Seventy Five Thousand Dollars) of SLFRF as a Community Mental Health First Aid Training Grant via competitive notice of funding process, to be distributed as reimbursements for eligible expenses incurred on or after October, 2024 until September 30, 2026, which has been made available to organizations located in Kane County that are fully incorporated and operating by January 1, 2019, deliver services within Kane County, whose proposals for community mental health first aid training were selected for funding by a competitive process; and
WHEREAS, following the competitive process, the Kane County Health Department desires to award $75,000 (Seventy-Five Thousand Dollars) as a competitive grant, and distributed as reimbursements for eligible expenses, to Family Service Association of Greater Elgin, whose proposal scored highest for community mental health first aid training in the competitive process.
NOW, THEREFORE, BE IT RESOLVED that that the Kane County Board authorizes the Kane County Board Chairman to execute a grant agreement with Family Service Association of Greater Elgin in the amount of $75,000 (Seventy-Five Thousand Dollars), to be distributed as reimbursements for eligible expenses incurred by the grantee, with the terms and conditions established pursuant to the template grant agreement attached as Exhibit B, with the final form of the agreement subject to the review of the Kane County State’s Attorney’s Office.
NOW, THEREFORE, BE IT FURTHER RESOLVED by the Kane County Board that County ARPA staff will take all necessary steps to ensure that expenses submitted for reimbursement from each entity are reviewed and verified and are consistent with the terms of the executed grant agreements and are in compliance with ARPA and all related rules and guidance issued by the United States Department of the Treasury, and any other Federal, State, and local laws and regulations.
NOW, THEREFORE, BE IT FURTHER RESOLVED by the Kane County Board that ARP Program staff will ensure that all eligible expenses are processed for payment through the Finance Department and the County Auditor, and will further cooperate with the County Treasurer the payment and delivery of the reimbursement to the respective entities.
