Authorizing Funding of the Kane County Forensics Lab Renovations in the Kane County Sheriff’s Office

WHEREAS, by Resolution 23-94, the Kane County Board authorized the creation of a special revenue fund for monies received by Kane County from funds resulting from litigation and/or settlements of the opioid litigation; and
WHEREAS, by Resolution 23-94, the Kane County Board designated a panel comprised of the Kane County State’s Attorney, the Kane County Sheriff, the Executive Director of the Health Department, the Kane County Coroner, and the Chair of the County Board Public Health Committee as the administrators of the special revenue fund to comply with the terms of the allocation agreement and all reporting requirements; and
WHEREAS, the Kane County Board established the AD HOC Opioid Settlement Fund Committee to support the work of the Kane County Sheriff’s Office, State’s Attorney’s, and Coroner’s Offices; and
WHEREAS, the Kane County Sheriff’s Office has established a new forensics lab on its premises in coordination with this Committee; and
WHEREAS, the Kane County Sheriff's Office, announced a request for proposals to renovate space within the office to accommodate the forensics lab; and
WHEREAS, bids have been solicited and received for the Forensics Laboratory Renovation Project (BID #24-045) and the eight (8) bids received were opened publicly on 3:30 pm on Friday, July 26, 2024; and
WHEREAS, the Kane County Sheriff’s Office has retained Kluber Inc., 41 W. Benton Street, Aurora, IL 60506 to provide construction administration services for the project in the amount of Nineteen Thousand, Six Hundred and 00/100 Dollars ($19,600.00); and
WHEREAS, per the bid documents and specifications, Kluber recommends that the project be awarded to Boller Construction, Co. (BCC), 3045 W. Washington Street, Waukegan, IL 60085, for a Total Bid of $1,058,400.00. BCC is in agreement that the scope of work was also included in their bid; and
WHEREAS, Kluber, Inc., conducted a Project Bid Scope Review with BCC and believes their bid is responsive and complete; and
WHEREAS, Kluber recommends that the total project cost also include a project contingency of $100,000.00 to handle any issues during construction. The suggested contingency value for the project was included in the grand total project cost of $1,058,400.00; and
WHEREAS, the $100,000.00 contingency will be held by the County.
NOW, THEREFORE, BE IT RESOLVED that the designated administrators of the opioid settlement funds approve of using and authorizes a budget adjustment for the initial expenses of and transfers amount from the Opioid Settlement Fund 349:

NOW, THEREFORE, BE IT FURTHER RESOLVED by the Kane County Ad Hoc Opioid Settlement Fund Committee that the Chairman of the Kane County Board is authorized and directed to execute a contract for the authorization of the Kane County Forensic Lab Renovation Project to Boller Construction, Co. (BCC) of Waukegan, IL, for the bid amount of One Million, Fifty-Eight Thousand, Four Hundred and 00/100 Dollars ($1,058,400.00) which includes a One Hundred Thousand and 00/100 Dollars ($100,000.00) project contingency and an additional cost of Nineteen Thousand, Six Hundred and 00/100 Dollars ($19,600.00) for construction administration services for a total project cost of One Million, Seventy-Eight Thousand, and 00/100 Dollars ($1,078,000.00).
