Reappointing Supervisor of Assessments (Mark D. Armstrong, CIAO-M)

WHEREAS, the current four-year term of Kane County Supervisor of Assessments Mark D. Armstrong, CIAO-M, expires September 30, 2026; and
WHEREAS, Illinois Property Tax Code provides that "In counties with less than 3,000,000 inhabitants and not having an elected county assessor or an elected supervisor of assessments, the office of supervisor of assessments shall be filled by appointment by the presiding officer of the county board with the advice and consent of the county board" (35 ILCS 200/3-5); and
WHEREAS, the Illinois Property Tax Code provides that in order to be appointed supervisor of assessments, a person must be certified by one of several professional organizations, have had at least 2 years' experience in the field of property sales, assessments, finance or appraisals, must have passed an examination conducted by the Illinois Department of Revenue, and these qualifications must be certified to the County Board by the Department; and
WHEREAS, Mark D. Armstrong holds the CIAO-M designation from the Illinois Property Assessment Institute, has 41 years of experience as a real estate appraiser, and has passed an examination conducted by the Illinois Department of Revenue; and
WHEREAS, the Illinois Department of Revenue has certified these qualifications to the County Board.
NOW, THEREFORE, BE IT RESOLVED by the Kane County Board that Mark D. Armstrong is hereby reappointed as Supervisor of Assessments for Kane County for a term of office of four years, such reappointment to be effective October 1, 2026.
