Authorizing a Contract with Sustained Ability Construction for Professional Services Related to Kane County Energy Audit and Rebate Program

WHEREAS, rising energy costs are a growing financial burden for community residents, particularly for low and moderate-income households; and
WHEREAS, energy audits are an effective tool for identifying cost-effective energy efficiency improvements that reduce overall energy demand resulting in long-term cost savings for residents; and
WHEREAS, the Kane County Climate Action Implementation Plan recommends the identification of a sustainable funding source for increased utility assistance for low-income residents, including support for energy efficiency projects, such as weatherization; and
WHEREAS, the Kane County Energy and Environmental Committee directed civic contribution funds from the Electric Aggregation program be used for sustainability-focused measures that directly benefit the community (Resolution 21-322 Creation of Fund 421, March 11, 2022 E&E); and
WHEREAS, the Energy Audit and Rebate Program will utilize one hundred thousand dollars ($100,000) from Fund 421 to directly benefit unincorporated Kane County residents by reducing household energy consumption, lowering utility bills, and improving indoor comfort and safety; and
WHEREAS, the Purchasing Department issued a Request for Proposals (RFP #25-047-DH) seeking qualifications from experienced and qualified auditors to administer the Kane County Energy Audit and Rebate Program; and
WHEREAS, five responses were received and reviewed by the Kane County Staff, and the top two companies were interviewed by staff from the Department of Environmental and Water Resources, both of which were determined to be qualified for various Energy Audit and Rebate programs by Kane County the first contract of which will be awarded to Sustained Ability Construction.
NOW, THEREFORE, BE IT RESOLVED by the Kane County Board that the Chairman is hereby authorized to execute an agreement with Sustained Ability Construction for services related to the Kane County Energy Audit and Rebate Program in an amount not to exceed sixty thousand dollars ($60,000) for the two-year program (approximately $30,000 per year depending upon the number of audits completed each year).
NOW, THEREFORE, BE IT FURTHER RESOLVED by the Kane County Board that forty thousand dollars ($40,000) be allocated from Fund 421 for direct rebates for Energy Efficiency and Safety Measures for participants of the Energy Audit program to reduce household energy consumption, lower utility bills and improve indoor comfort and safety.
