Directing the Use of the Consumer Price Index Increase in the County Budget Process as Addressed in the Kane County Board Fiscal Year 2027 Budget Policy

WHEREAS, Kane County is a taxing district that is subject to the Property Tax Extension Limitation Law (“PTELL”) (35 ILCS 200/18-185 through 18-245); and

 

WHEREAS, a taxing district subject to the PTELL is limited to an extension limitation of 5% or the percentage increase in the Consumer Price Index (“CPI”) during the 12-month calendar year preceding the levy year, whichever is less, without referendum approval; and

 

WHEREAS, the County is currently in the process of developing the 2027 Budget and as part of that process determining the amount of revenues available to be appropriated; and

 

WHEREAS, the Illinois Department of Revenue has indicated that, for 2026 extensions (payable in 2027), the Consumer Price Index to be used for computing the extension limitation and debt service extension base is 2.7%; and

 

WHEREAS, as part of the 2027 Budget Process, it is recommended that due to the limited ability for the General Fund - General Account to raise revenue to meet operating expenses as well as the County’s historical decisions to fund any increases in the Veteran’s Assistance Commission Fund with property tax revenue, that any increases in property tax revenue would be allocated to the General Fund - General Account and the Veteran’s Assistance Commission; and

 

WHEREAS, this resolution serves only as a directive by the Kane County Board to be used as part of the Fiscal Year 2027 Budget process; and

 

WHEREAS, this resolution is not a formal decision as to the amounts of the applicable County tax levies for Fiscal Year 2027, which will be determined by the Kane County Board during the adoption of the Fiscal Year 2027 budget.

 

NOW, THEREFORE, BE IT RESOLVED that the Kane County Board as part of the 2027 Budget process, the County Board directs the Finance Department to utilize a 2.7% increase in property taxes authorized under PTELL in a calculation of Kane County’s property tax levy request to be applied to the County’s General Fund - General Account when carrying out the Fiscal Year 2027 budget process.
