Approving Substantial Amendment to the Program Year 2024 Annual Action Plan (Community Development Block Grant)

WHEREAS, Kane County Board Resolution No. 97-344 established the Kane County Community Development Block Grant (CDBG) Program, and Resolution No. 04-06 established the Kane-Elgin HOME Consortium; and
WHEREAS, said resolutions also established commissions charged with overseeing said programs; and
WHEREAS, the CDBG Program is funded by the U.S. Department of Housing and Urban Development (HUD) and must be administered in a manner consistent with the Kane County Consolidated Plan and the approved Annual Action Plan; and
WHEREAS, Kane County Development & Community Services has identified an emergent community need requiring a substantial amendment to the Program Year 2024 Annual Action Plan; and
WHEREAS, the proposed substantial amendment provides for the allocation of an amount not to exceed $282,430 in unobligated Program Year 2024 CDBG funds to support shelter operations for the Lazarus House homeless shelter, an eligible CDBG activity; and
WHEREAS, the proposed amendment is consistent with the goals and objectives of the Kane County 2020-2024 Consolidated Plan, including Objective #4: Homeless Services; and
WHEREAS, in accordance with HUD regulations and the Kane-Elgin Consortium’s Citizen Participation Plan, notice of the proposed substantial amendment was published, a thirty-day public comment period was provided, and a public hearing was held.
NOW, THEREFORE, BE IT RESOLVED by the Kane County Board that the Substantial Amendment to the Program Year 2024 Annual Action Plan, as described herein, is hereby approved; and
BE IT FURTHER RESOLVED that the Chair of the Kane County Board and/or the Director of the Development & Community Services Department are hereby authorized to execute any agreements, certifications, reports, amendments, or other documents required by the U.S. Department of Housing and Urban Development (HUD) to carry out the activities described in the amended plan.
