Adopting the Kane County Emergency Response Guide and Establishing Employee Orientation Requirements

WHEREAS, the Kane County Office of Emergency Management has developed an Emergency Response Guide (the “Guide”) to provide County employees with basic information and direction for responding to emergencies and hazards that may affect County operations and facilities; and
WHEREAS, providing County employees with consistent emergency response information promotes employee safety, supports continuity of County operations, and enhances the County’s overall preparedness and response capabilities; and
WHEREAS, the Kane County Office of Emergency Management has developed a brief orientation video to familiarize employees with the Guide and its contents; and
WHEREAS, the Kane County Board finds it appropriate to adopt the Emergency Response Guide and establish a consistent process for distributing the Guide and providing annual employee orientation.
NOW, THEREFORE, BE IT RESOLVED by the Kane County Board that the Kane County Emergency Response Guide is hereby adopted for use by Kane County employees.
BE IT FURTHER RESOLVED that the Kane County Human Resources Department shall provide the Guide in electronic form and the Guide orientation video to all newly hired and current employees of Kane County departments under the authority of the Kane County Board, and such employees shall be directed to view the orientation video annually, on or before March 1 of each calendar year.
BE IT FURTHER RESOLVED that the Kane County Office of Emergency Management shall be responsible for tracking completion of the annual orientation
BE IT FURTHER RESOLVED that the Kane County Board encourages all elected County offices to provide the Guide to their employees and to direct their employees to view the Guide orientation video annually, on or before March 1 of each calendar year.
BE IT FURTHER RESOLVED that the Guide is intended to provide general emergency preparedness and response guidance and does not replace or supersede any emergency action plan, evacuation plan, sheltering plan, or other emergency procedures already in existence for a particular department, office, facility, or work location. Where such plans or procedures exist, employees shall follow the applicable plans and procedures for their work location.
BE IT FURTHER RESOLVED that all Kane County departments and offices are responsible for complying with applicable federal and State of Illinois workplace safety requirements, including requirements relating to emergency action, evacuation, and sheltering procedures.
BE IT FURTHER RESOLVED that the Kane County Office of Emergency Management is authorized to make non-substantive administrative updates to the Guide and associated orientation materials as necessary to maintain current information, provided that such updates do not alter County policy or create new obligations for County departments or employees.
