Authorizing the Use of State and Local Fiscal Recovery Funds by the Between Friends Food Pantry of Sugar Grove and Execution of Agreement

WHEREAS, the Congress of the United States has enacted the American Rescue Plan Act of 2021 (“ARPA”) to provide economic relief to State, Local, and Tribal governments responding to economic and public health impacts of the COVID-19 pandemic; and
WHEREAS, , the County of Kane has received a total of $103,413,041 (One Hundred Three Million, Four Hundred Thirteen Thousand, Forty-One Dollars) from the United States Department of the Treasury, in State and Local Fiscal Recovery Funds (“SLFRF”) pursuant to ARPA; and
WHEREAS, pursuant to ARPA and the administrative regulations adopted by the United States Department of the Treasury (“Final Rule”), the County of Kane shall use SLFRF to defray costs associated with its response to the COVID-19 pandemic within the County, to address the economic fallout from the pandemic, and lay the foundation for a strong and equitable recovery; and
WHEREAS, by Resolution 21-313, the Kane County Board has established the American Rescue Plan Committee (“ARPC”) as a resource for research, education, planning, and recommendations for the best allocation and uses of the County’s SLFRF; and
WHEREAS, the Between Friends Food Pantry of Sugar Grove has made a request in the amount of $15,000 (Fifteen Thousand Dollars) of SLFRF to fund Between Friends Food Pantry ARP Grant Request project for the purpose of responding to the COVID-19 public emergency or its negative economic impacts; and
WHEREAS, The COVID-19 pandemic has deepened economic disparities, leaving many families and individuals in Kane County, including low income senior population, struggling to afford basic necessities and nutritious food. This grant will ensure that those severely impacted by the pandemic receive the resources necessary to recover and thrive; and
WHEREAS, food insecurity, which worsened by the pandemic, contributes to poor health outcomes, including malnutrition, stress, and chronic disease complications. By providing consistent access to nutritious food, Between Friends Pantry of Sugar Grove is there to reduce these health risks and alleviate strain on local healthcare systems; and
WHEREAS, this funding also supports the County’s economic recovery by helping low-income families struggling to regain financial stability. Before the pandemic, many of the individuals Between Friends Pantry of Sugar Grove serves were already living on tight budgets and a lack of resources. By providing grocery assistance, this organization relieves financial pressure, allowing families to focus on other critical expenses like housing or healthcare, contributing to their long-term stability; and
WHEREAS, the Between Friends Pantry of Sugar Grove organization operates primarily through the dedication of volunteers, including the Executive Director and Board of Directors. However, this organization relies on one part-time employee to manage critical day-to-day operations. This employee is key to coordinating smooth food distribution, managing service delivery, and overseeing volunteer efforts. Retaining this staff member is crucial for the continued success of our mission; and
WHEREAS, to assist the County in determining whether the project is an eligible use of SLFRF under ARPA, the Final Rule, and the related guidance issued by the United States Department of the Treasury, the ARPC consultant, Ernst and Young, has reviewed the Between Friends Food Pantry of Sugar Grove ’s request for SLFRF for the purpose of Between Friends Food Pantry ARP Grant Request project and completed an assessment regarding the project’s eligibility (see Exhibit A); and
WHEREAS, the ARPC recommends that the Kane County Board authorizes the use of SLFRF in the amount of $15,000 (Fifteen Thousand Dollars) by the Between Friends Food Pantry of Sugar Grove to be spent during the ARPA period of performance and in accordance with the ARPA, the Final Rule and related guidance issued by the United States Department of the Treasury, and any other Federal, State or local laws and regulations.
NOW, THEREFORE, BE IT RESOLVED that the Kane County Board hereby authorizes the use of State and Local Fiscal Recovery Funds, in the amount of $15,000 (Fifteen Thousand Dollars), by the Between Friends Food Pantry of Sugar Grove as outlined in the attached agreement (Exhibit B) and in accordance with the American Rescue Plan Act of 2021, the Final Rule, and related guidance issued by the United States Department of the Treasury, and any other Federal, State or local laws and regulations.
NOW, THEREFORE, BE IT FURTHER RESOLVED by the Kane County Board that the Kane County Board Chairman is authorized and directed to execute an agreement with the Between Friends Food Pantry of Sugar Grove, to allow for eligible uses of State and Local Fiscal Recovery Funds in the amount of $15,000 (Fifteen Thousand Dollars), in the form attached hereto.
NOW, THEREFORE, BE IT FURTHER RESOLVED by the Kane County Board that ARP Program staff will ensure that all eligible expenses are processed for payment through the Finance Department and the County Auditor, and will further coordinate with the County Treasurer the payment and delivery of the reimbursement payment to the Between Friends Food Pantry of Sugar Grove.
NOW, THEREFORE, BE IT FURTHER RESOLVED by the Kane County Board that the following adjustment be made to the Fiscal Year 2024 budget:
