Authorizing a One-Year Contract Renewal for the Purchase of Gasoline and Diesel Fuel for the Kane County Division of Transportation, Sheriff’s Office, Building Management, and Other Intergovernmental Agencies (BID# 25-026-TL)

WHEREAS, bids were solicited and received by the Kane County Purchasing Department for the purchase and bulk delivery of gasoline and diesel fuel to the Kane County Division of Transportation ("KDOT"), Kane County Sheriff's Office, Building Management, and other Intergovernmental Agencies within Kane County; and
WHEREAS, pursuant to Kane County Resolution No. 25-417, the Kane County Board approved a one (1) year contract with two (2) one-year renewal options for the purchase and bulk delivery of fuel products under BID# 25-026-TL; and
WHEREAS, Mansfield Energy Corporation, with a principal business address of 1025 Airport Parkway SW, Gainesville, Georgia 30501, and Petroleum Traders Corporation, with a principal business address of P.O. Box 2357, Fort Wayne, Indiana 46801-2357, were awarded the contract for the delivery of fuel products pursuant to the bid specifications, based on the "low side" as published in the OPIS Price Index, plus the delivery/markup charges established in the original bid; and
WHEREAS, the original contract term commenced December 1, 2025, and expires November 30, 2026, and the County desires to exercise the first one-year renewal option for the period beginning December 1, 2026 through November 30, 2027, leaving one additional one-year renewal option remaining; and
WHEREAS, the renewal will provide for the continued purchase and bulk delivery of regular gasoline (no lead), Bio-Diesel Fuel #2 (B5), and pre-blend winter mixtures of 80/20 and 50/50 for KDOT, the Kane County Sheriff's Office, Building Management, and other Intergovernmental Agencies within Kane County; and
WHEREAS, the gasoline and diesel fuel purchased by KDOT shall continue to be delivered and deposited in the storage tanks located at the KDOT facility at 41W011 Burlington Road, Campton Hills, Illinois 60175; and
WHEREAS, the fuel purchased for the Kane County Sheriff's Office, Building Management, County electric power generators, and other Intergovernmental Agencies shall continue to be delivered to the locations and storage tanks specified within the bid documents.
NOW, THEREFORE, BE IT RESOLVED by the Kane County Board that the exercise of the County’s first one-year renewal option with Mansfield Energy Corporation of Gainesville, Georgia, and Petroleum Traders Corporation of Fort Wayne, Indiana, for the sale and bulk delivery of fuel products as specified in Kane County Bid 25-026-TL, is hereby approved for the period of December 1, 2026, through November 30, 2027, at the vendor delivery/markup pricing established under the original bid, with the price of fuel to be set weekly based on the Oil Price Information Service (OPIS) wholesale price per gallon.
BE IT FURTHER RESOLVED by the Kane County Board that the Chairman is hereby authorized and directed to execute any necessary contract renewal documents for said one-year renewal term.
