Authorizing Grand Victoria Riverboat Funding for External Projects for FY2026

WHEREAS, under an agreement between Kane County and the Grand Victoria Casino Elgin, the county receives an annual contribution from the casino to support a variety of educational, environmental, and economic development activities; and
WHEREAS, the Kane County Board’s Riverboat Committee has solicited and reviewed applications from external organizations, including non-profits and units of local government, seeking FY2026 funding; and
WHEREAS, the Riverboat Committee has recommended funding allocations for twenty-four (24) external projects in the total amount of $824,579.00 (eight hundred twenty-five thousand, five hundred seventy-nine and no/100 dollars); and
WHEREAS, in FY2025 $831,687.00 was set aside for use in FY2026. As $824,579.00 is recommended for FY2026, $7,108.00 remaining funding dollars were returned to the Grand Victoria Riverboat Fund to be reserved for the intention of being added to the total amount set aside in FY2026 for FY2027 External awards. The amount set aside for FY2027 External awards is $1,063,068.00. With the reserve added, the total available in FY2027 for External awards becomes $1,070,176.00; and
WHEREAS, said funding was included in the county’s budget for Fiscal Year 2026.
NOW, THEREFORE, BE IT RESOLVED by the Kane County Board that the Chairman of the Kane County Board is authorized to execute funding agreements with each of the identified grantees for the projects and funding amounts specified below.
