Approving the Purchase of One Spectrum Compact CE Instrument and One Maxwell RSC 48 Instrument for the Kane County Forensic Laboratory by the Kane County Coroner’s Office

WHEREAS, the Kane County Forensic Laboratory, housed at the Kane County Sheriff’s Office, was founded by the members of the Opioid Settlement Fund Committee to enhance the use of forensic testing to track opioid use in this County and to support the justice-involved work of the Coroner’s Office, Sheriff’s Office, and State’s Attorney’s Office; and

 

WHEREAS, the forensic lab team is working toward acquiring the equipment and supplies necessary to ensure the lab is fully functional and compliant so that it is able to meet law enforcement needs for Kane County and beyond, including DNA analysis requirements; and

 

WHEREAS, Bid Request #26-045-TL was issued for one (1) Spectrum Compact CE Capillary Electrophoresis instrument and one (1) Maxwell RSC 48 DNA Extraction instrument for the Lab; and

 

WHEREAS, the Spectrum Compact CE is a genetic analyzer required for generating DNA profiles. It is a flexible system that can analyze up to 32 samples simultaneously and does not waste reagents. Furthermore, the Spectrum Compact CE supports next-generation 8-color dye capabilities, which can lead to the generation of DNA profiles even from low quantity and/or quality DNA samples from challenging cases; and

 

WHEREAS, the Maxwell RSC 48 is an automated system for DNA extraction, a necessary step for generating DNA profiles. This instrument, widely used throughout the forensic community, is very flexible: it can extract 1 to 48 samples at a time, depending on the volume of casework, and features automated extraction to help prevent sample contamination. It extracts the necessary DNA for the profiles that will be generated by the Spectrum Compact CE; and

 

WHEREAS, Promega Corporation of Madison, WI, the sole source for these instruments, provided a bid in the amount of Eighty-Three Thousand Three Hundred Nine and 00/100 Dollars ($83,309.00) for the Spectrum Compact CE including two years’ service agreement, and Seventy-Two Thousand, Two Hundred Sixty-Seven and 00/100 Dollars ($72,267.00) for the Maxwell RSC 48 plus two years’ service agreement, or One Hundred Fifty-Five Thousand, Five Hundred Seventy-Six and 00/100 Dollars ($155,576.00) for the complete system; and

 

WHEREAS, the purchase of the Spectrum Compact CE Capillary Electrophoresis and Maxwell RSC 48 DNA Extraction instruments is included in the Kane County Coroner’s FY27 budget with accepted FY24 Foster Community Project Funding Grant; and

 

WHEREAS, the Spectrum Compact CE will be purchased first, followed by the Maxwell RSC 48 after the initial purchase costs have been reimbursed by the federal grant.

 

NOW, THEREFORE, BE IT RESOLVED that the Kane County Board approves the purchase of one (1) Spectrum Compact CE Capillary Electrophoresis instrument and two-year service agreement at a cost of Eighty-Three Thousand Three Hundred Nine and 00/100 Dollars ($83,309.00), followed by the purchase of one (1) Maxwell RSC 48 DNA Extraction instrument plus a two-year service agreement at a cost of Seventy-Two Thousand, Two Hundred Sixty-Seven and 00/100 Dollars ($72,267.00) from Promega Corporation of Madison, WI, for the Kane County Forensic, and that the Kane County Board Chairman is authorized and directed to execute any necessary contract documents for this purchase.
