Authorizing Psychiatric Services for Detained Individuals at the Juvenile Justice Center

WHEREAS, Pursuant to Section 3-15-3 of the Unified Code of Corrections [730 ILCS 5/3-15-3], juvenile detention facilities must provide mental health services to persons with mental illnesses and developmental disabilities; and
WHEREAS, the Juvenile Justice Center (JJC) has contracted with Family Counseling Services (FCS) since 2021 (Reso. 21-328: renewed by Reso. 24-240) to provide psychiatric care, mental health care and prescription medication services to juveniles held for detention at the JJC; and
WHEREAS, the juveniles at the JJC have been served very well by the mental health professionals provided by FCS, and many of the juveniles have established a strong rapport with their counselors; and
WHEREAS, the JJC believes it is in the best interest of juveniles housed at the JJC to continue their partnership with FCS to provide for the mental health needs of detain youth; and
WHEREAS, the cost to retain FCS’s professional services will result in an annual contract increase amount of $ 4,683, for a new annual contract amount of $60,000; and
WHEREAS, the JJC will terminate a separate, existing contract (Reso. 23-57) with FCS to provide mental health services for JJC employees, ($9,900) annually, to account for the additional cost to retain FCS to provide psychiatric and mental health services for detained youth.
NOW, THEREFORE, BE IT RESOLVED by the Kane County Board that Madam Chair is authorized to sign a three (3) year contract with Family Counseling Service to provide psychiatric services for detained youth at the Juvenile Justice Center for the period commencing July 1, 2025, through June 30, 2028, at a cost of Sixty Thousand Dollars ($60,000) per year.
