Authorizing the Withdrawing of SLFRF Funds in the Amount of Fifteen Thousand Dollars ($15,000) from Agreement #44519924(2) to Re-Program these SLFRF Funds to the Kane County Public Health Department’s Operating Supplies Budget in the Memorandum of Understanding for the Addressing Behavioral Health Needs of Kane County Residents ARPA Project and Approving the Second Amendment to the Memorandum of Understanding Between the Kane County Board and the Kane County Health Department

WHEREAS, by Resolution No. 24-433, the Kane County Board authorized and directed the Kane County Board Chairman to execute a memorandum of understanding on behalf of the Kane County Board with multiple County departments and offices, to ensure that the County’s SLFRF funds authorized for projects that fell within the Treasury Department’s criteria and scope of FAQ 17.6 are fully obligated by December 31, 2024; and
WHEREAS, Resolution 24-433 included the execution of the Memorandum of Understanding between the Kane County Board and the County Public Health Department for the Addressing Behavioral Health Needs of Kane County Residents ARPA project; and
WHEREAS, Fifteen Thousand Dollars ($15,000) in SLFRF funds are being withdrawn from Community Violence agreement #44519924(2); and
WHEREAS, there will be a remaining unspent payroll amount of Two Hundred Fifty-Five Thousand Five Hundred Eight Dollars and Four Cents ($255,508.04) in the “Kane County Health Department Behavioral Health System Improvement Initiatives Staff Projected Payroll Expenses 11/25/24-11/30/26 (salary/hourly, fringes, PEV)” budget in the Memorandum of Understanding for the Addressing Behavioral Health Needs of Kane County Residents ARPA project; and
WHEREAS, the available SLFRF funds in the amount of Two Hundred Seventy Thousand Five Hundred Eight Dollars and Four Cents ($270,508.04) from agreement #44519924(2) and the remaining unspent payroll amount in the budget for payroll in the Memorandum of Understanding are being re-programmed to Kane County Public Health Department’s “General Operating Supplies for Kane County Health Department Behavioral Health Staff and Programs” budget in the Memorandum of Understanding for the Addressing Behavioral Health Needs of Kane County Residents ARPA project; and
WHEREAS, the Second Amendment to the Memorandum of Understanding between The Kane County Board and the Kane County Health Department will be amended as follows:
(a) In Exhibit B (Scope of Project), the Budget amount under the “General Operating Supplies for Kane County Health Department Behavioral Health Staff and Programs” shall be increased by Two Hundred Seventy Thousand Five Hundred Eight Dollars and Four Cents ($270,508.04) from Sixty-Nine Thousand Two Hundred Seventy-Eight Dollars and Seventy Cents ($69,278.70) to Three Hundred Thirty-Nine Thousand Seven Hundred Eighty-Six Dollars and Seventy-Four Cents ($339,786.74).
(b) In Exhibit B (Scope of Project), the Budget the total amount allocated in the table under “Kane County Health Department Behavioral Health System Improvement Initiatives Staff” shall be decreased by Two Hundred Fifty-Five Thousand Five Hundred Eight Dollars and Four Cents ($255,508.04).
WHEREAS, the American rescue Plan Act (ARPA) Committee recommends the Kane County Board authorizes the withdrawing of SLFRF funds in the amount of Fifteen Thousand Dollars ($15,000) from agreement #44519924(2) to re-program these SLFRF funds to the Kane County Public Health Department’s Operating Supplies Budget in the MOU and approves the Second Amendment to the Memorandum of Understanding between the Kane County Board and the Kane County Health Department, attached hereto, and authorizes the Kane County Board Chairman to execute this Second Amendment to the Memorandum of Understanding, with the final form subject to the review and advisement of the Kane County State’s Attorney’s Office.
NOW, THEREFORE, BE IT RESOLVED that the Kane County Board authorizes withdrawing SLFRF funds in the amount OF Fifteen Thousand Dollars ($15,000) from agreement #44519924(2) to re-program these SLFRF funds to the Kane County Public Health Department’s Operating Supplies Budget in the MOU and approves the Second Amendment to the Memorandum of Understanding between the Kane County Board and the Kane County Health Department, attached hereto, and authorizes the Kane County Board Chairman to execute this Second Amendment to the Memorandum of Understanding, with the final form subject to the review and advisement of the Kane County State’s Attorney’s Office.
