Authorizing Revision to the Kane County Departmental Purchasing Policies

WHEREAS, the Kane County Financial Policies require that the County pre-encumber all requisitions for materials, supplies, equipment, services, and construction-related and professional services at the time of submission to the Purchasing department to ensure that the requesting department has budget authority for the purchase, and
WHEREAS, the County Purchasing Ordinance requires that for items over $10,000, a competitive price quotation process be performed prior to selection, and
WHEREAS, to assist in ensuring that the purchases are properly encumbered and that competitive price quotations are obtained, revisions to existing Kane County Financial Policies are necessary, and
WHEREAS, the following policy requiring that a Purchase Order be created for all contractual services, capital purchases, and certain commodities for which the cost is $10,000 or greater is hereby established:
In accordance with applicable State laws and County ordinances, it shall be the intent of the County to create a Purchase Order for all contractual services, capital purchases, and certain commodities for which the cost is $10,000 or greater. The purpose of such Purchase Orders is to ensure compliance with the County Purchasing Ordinance and to ensure that the requesting department has budget authority for the purchase. In accordance with applicable State laws and County ordinances, all quotations for items ranging from $10,000 to $30,000 and all solicitation documents for items exceeding $30,000 shall be provided to the County Purchasing Department along with the request to create the Purchase Order. A list providing guidance of items that may not require solicitation and thus not requiring the creation of a Purchase Order will be maintained and updated by the County Purchasing Department.
WHEREAS, the Kane County’s Financial Policies, Section 4 - Departmental Purchasing Policies, must be revised as per the attached Exhibit;
NOW, THEREFORE, BE IT RESOLVED by the Kane County Board that the Kane County Financial Policies be revised as per the attached Exhibit.
