Dissolving the Office of Community Reinvestment and Transferring Management of Programs, Personnel, Budgets, and Funds (100% Grant Funded)

WHEREAS, the Office of Community Reinvestment (OCR) oversees a variety of community and workforce development initiatives which are funded by various state and federal sources; and

 

WHEREAS, the Office of Community Reinvestment was created by administrative action of the then County Board Chairman in 2010 by moving programs and staff from the Development and Community Services Department to be under the Office of Community Reinvestment and under the Health Department, later established as a standalone department in 2012 by administrative action, expanded in 2014 by administrative action with the addition of the Workforce Development programs and staff, and reorganized by Resolution 23-39 to include the organizational chart which outlined the Community Development Division and the Workforce Development Division as separate divisions under the Director of the Office of Community Reinvestment; and

 

WHEREAS, the Director of the Office of Community Reinvestment and the Assistant Director of Community Development have resigned; and

 

WHEREAS, it is necessary to dissolve the Office of Community Reinvestment and transfer management and reassign the programs, personnel, budgets and funds currently under the Community Development Division as outlined and attached as Exhibit A for efficiency, to properly implement Federal funding, and to bring these programs into alignment with the missions and existing programs already in the Development and Community Services Department and in the Health Department; and

 

WHEREAS, the current salary of the Director of the Development and Community Services Department requires County Board approval per 2-48(A)(3) of the Kane County Code for the proposed adjustment to reflect the increase in responsibility for managing additional staff and the  annually allocated Federally funded programs including CDBG and HOME, that were previously managed by both the Director of the Office of Community Reinvestment and the Assistant Director of Community Development Division; and

 

WHEREAS, each funding award includes the administrative funds necessary to cover all staffing and operating expenses, and 100% of the staffing and administrative expenses, including the salary adjustment, are covered with said funds; and

 

 

 

 

WHEREAS, the dissolution of the Office of Community Reinvestment necessitates the renaming of the Workforce Development Division to be the Workforce Development Department. 

 

NOW, THEREFORE, BE IT RESOLVED by the Kane County Board that the Office of Community Reinvestment be dissolved and the transfer of management programs, personnel, budgets and funds currently under the Community Development Division to the Development & Community Services Department and the Health Department (attached as Exhibit A) is approved; and

 

NOW, THEREFORE, BE IT FURTHER RESOLVED that the annual salary of Mark VanKerkhoff, the Director of the Development and Community Services Department, be increased to $180,000.00 (One Hundred and Eighty Thousand), effective May 21, 2025, and;

 

NOW, THEREFORE, BE IT FURTHER RESOLVED that the name of the Workforce Development Division to be changed to be the Workforce Development Department.
