Authorizing a Contract for Landscape Maintenance Services for the Mill Creek Special Service Area with Langton Group (RFP# 26-010-TL)

WHEREAS, requests for proposals have been solicited for the Mill Creek SSA Landscape Maintenance Services (RFP#26-010-TL). A total of eleven (11) proposals were received by the January 26,2026 deadline and opened publicly; and
WHEREAS, it has been determined that it is in the best interest of the Mill Creek SSA to award the landscape maintenance services contract to Langton Group of Woodstock, IL for the base price quote of Three Hundred Twenty-Six Thousand Seven Hundred Eighty-Five Dollars ($326,785) for a two-year period; and
WHEREAS, there are times throughout the course of the year when additional “unforeseen & unscheduled” projects arise out of necessity, i.e., storm damage clean-up, are either not able to be categorized into existing classifications, or are unpredictable and, therefore, can only be labeled as “miscellaneous other” category. Smaller projects can be contracted out based off of the unit pricing in the contract. For these “as needed basis” projects, the Mill Creek SSA is seeking to add a not to exceed contingency fund amount of One Hundred Thousand ($100,000) per fiscal year to the contract; and
WHEREAS, this service contract shall be for a two (2) year term which will begin on the date of contract execution by the Kane County Board and will have three (3) possible one (1) year renewal periods if mutually agreed upon by both parties; and
WHEREAS, adequate funds have been budgeted and are available in the FY2026 Kane County Mill Creek SSA operating budget; and
WHEREAS, the Mill Creek Special Service Area (Mill Creek SSA) is responsible for providing special services to the Mill Creek Planned Unit Development (Mill Creek PUD). The services are funded through a tax levy paid by the residents of the Mill Creek Subdivision for the sole use within the boundaries of the Mill Creek PUD; and
WHEREAS, the contract calls for the use of funds beyond the present budget year and the County of Kane acknowledges the necessity of the appropriation of such funds.
NOW, THEREFORE, BE IT RESOLVED by the Kane County Board that the Chairman thereof is hereby authorized and directed to execute a contract with Langton Group, 4510 Dean St. Woodstock, IL 60098 for Landscape Maintenance Services for the Mill Creek Special Service Area for a two (2) year term with three (3) one (1) year mutually agreed upon renewals, for a two year base bid amount of Three Hundred Twenty Six Thousand Seven Hundred Eighty Five Dollars ($326,785) with One Hundred Thousand Dollars ($100,000) per fiscal year in contingency.
