Authorization to Enter into Professional Services Contract for Collection of Recyclable Materials with Eworks Electronic Services, Inc.

WHEREAS, the Kane County Solid Waste Management Plan, most recently updated in 2020, recommends that the County maintain programs to divert consumer electronics and other hard-to-recycle materials from disposal in landfills; and
WHEREAS, the Consumer Electronics Recycling Act (CERA - 415 ILSC 151), effective January 1, 2019, bans the landfill disposal of several consumer electronic item types and further makes electronic device manufacturer funds available for the transportation and recycling of covered electronics to Counties that opt in to the program; and
WHEREAS, Kane County opted in to the CERA program in 2024, necessitating that the County retain professional services of a recycling collector to fulfill the responsibilities of the program; and
WHEREAS, Eworks Electronic Services, Inc., which holds R2 v.3 certification for the safe and secure collection and recycling of electronic devices, has provided exceptional recycling collection services throughout the County for nine years; and
WHEREAS, the Kane County Department of Environmental and Water Resources included funds in its FY2024 budget totaling $9,000 to cover certain recycling center equipment expenses incurred by eWorks in 2024 that are customarily provided by Counties or other units of local government for the operation of recycling centers; and
WHEREAS, no other costs associated with the provision of recycling collection services shall be borne by the County.
NOW, THEREFORE, BE IT RESOLVED that the Kane County Board authorizes its Chairman to execute the attached Professional Services Contract with eWorks Electronics Services, Inc. for the collection of recyclable materials
