Authorizing a Contract with The Delta Institute, Kamps Sustainable Agriculture Group LLC, and New Venture Advisors to Provide Food and Agriculture Project Consulting Services

WHEREAS, the Department of Development and Community Services has defined a series of Agriculture Planning and Project Services (see Exhibit 1 in attached service agreements) that are specialized in nature and align with Kane County’s goals for supporting local food access, preserving farmland, and fostering economic opportunities in the agricultural sector; and
WHEREAS, the Kane County Development and Community Services Department is seeking to authorize contracts with The Delta Institute, Kamps Sustainable Agriculture Group LLC, and New Venture Advisors LLC to provide one or more of the listed planning and project services; and
WHEREAS, the Development and Community Services Department has evaluated the statements of qualifications submitted by The Delta Institute, Kamps Sustainable Agriculture Group LLC, and New Venture Advisors LLC in response to RFQ# 26-020 - Agricultural Consultants, and determined that these vendors demonstrate the necessary experience and capabilities to provide contractual services on behalf of Kane County; and
WHEREAS, The Delta Institute, Kamps Sustainable Agriculture Group LLC, and New Venture Advisors LLC have indicated which types of consulting services they can provide that are aligned with the planning and project needs identified by the Department; and
WHEREAS, the Department has put forth a concurrent resolution “Authorizing the Approval of Qualified Vendors to Provide Technical Services for Food and Agriculture Projects in Kane County,” of which The Delta Institute, Kamps Sustainable Agriculture Group LLC, and New Venture Advisors LLC were included and recommended as prequalified vendors; and
WHEREAS, any forthcoming project activities to be carried out by the consultants will be provided in a written scope of work with a cost proposal, to be reviewed for approval by the Department Director or their designee; and
WHEREAS, the Department will make determinations as to which project needs will be prioritized and fulfilled by The Delta Institute, Kamps Sustainable Agriculture Group LLC, and New Venture Advisors LLC, with consideration for the availability and requirements of approved funding sources, deadlines of future funding opportunities, and time needed to complete project deliverables.
NOW, THEREFORE, BE IT RESOLVED that the Chairman of the Kane County Board is authorized to execute contractual services agreements with the following consultants at the listed not-to-exceed amounts during the initial 2-year contract term for each agreement.
The Delta Institute Contract not to exceed $81,923
Kamps Sustainable Agriculture Group LLC Contract not to exceed $412,500
New Venture Advisors LLC Contract not to exceed $167,200
