Authorizing a Contract Extension for Curbside Refuse and Recycling Services for the Mill Creek Special Service Area and Unincorporated Blackberry Township (RFP# 30-021)

WHEREAS, the County of Kane administered an RFP in accordance with the County Purchasing Ordinance for curbside residential collection of refuse, recycling and organic material for the Mill Creek Special Service Area (RFP 30-021); and
WHEREAS, the County entered into a service contract with LRS Holdings, Inc. for a five year term of November 1, 2021 - October 31, 2026 (Res 21-387); and
WHEREAS, the contract was amended to include all non-Mill Creek SSA areas of unincorporated Blackberry Township in the service area (Res 22-375); and
WHEREAS, the contract included the option to negotiate a single five (5) year extension; and
WHEREAS, the Department of Environmental and Water Resources, which administers the contract, has found service provision to be of adequate quality during the original contract term; and
WHEREAS, the Department of Environmental and Water Resources, finds the negotiated extension pricing, to be paid to the vendor by residents receiving service, to be fair and competitive for the surrounding market, with no changes to service or program structure.
NOW, THEREFORE, BE IT RESOLVED that the Kane County Board authorizes and directs its Chairman to enter into a five (5) year contract extension with LRS Holdings, Inc. and Blackberry Township for Curbside Refuse and Recycling Services for the Mill Creek SSA and Unincorporated Blackberry Township at no direct cost to the County.
