Approving Use of Opioid Settlement Funds for a Grant to Lighthouse Recovery, Inc to Expand Medication Assisted Recovery Services in Kane County

WHEREAS, by Resolution 23-94, the Kane County Board authorized the creation of a special revenue fund for monies received by Kane County from funds resulting from litigation and/or settlements of opioid litigation; and

 

WHEREAS, by Resolution 23-94, the Kane County Board designated a panel comprised of the Kane County State’s Attorney, the Kane County Sheriff, the Executive Director of the Health Department, the Kane County Coroner, and the Chair of the County Board Public Health Committee as the administrators of the special revenue fund to comply with the terms of the Illinois Opioid Allocation Agreement and all reporting requirements; and

 

WHEREAS, Lighthouse Recovery, Inc. (“Lighthouse”) is an organization in Kane County that provides behavioral health services, including intensive outpatient group counseling, Medication Assisted Recovery (“MAR”) services, individual therapy, co-occurring mental health disorder treatments, SMART Recovery groups, DUI services, and case management services; and

 

WHEREAS, according to the Illinois Opioid Settlements Initiative, which is administered by the Regional Care Coordination Agency, MAR, sometimes referred to as Medication-Assisted Treatment (“MAT”), involves a combination of behavioral therapy and medication to treat individuals with opioid use disorder (“OUD”) and support them in the recovery process; and

 

WHEREAS, in 2024, Lighthouse established a framework to provide MAR services to approximately 200 clients in Kane County; and

 

WHEREAS, to treat these clients and continue to meet a growing need for treatment in Kane County, Lighthouse has made a request in the amount of $300,000 (Three Hundred Thousand Dollars) of opioid settlement funds for a planned expansion of its MAR services; and

 

WHEREAS, the Illinois Opioid Allocation Agreement provides that priority for remediation uses shall be given to certain core abatement strategies, which includes MAR/MAT distribution and other opioid-related treatment; and

 

WHEREAS, this use of opioid settlement funds will support the availability of MAR/MAT in Kane County for the treatment of OUD and any co-occurring substance use disorder or mental health conditions, and it will increase access to treatment of OUD and any co-occurring substance use disorder or mental health conditions, including MAR/MAT, counseling, psychiatric support, and other treatment and recovery support services, by expanding telehealth and other virtual services in Kane County; and

 

WHEREAS, the Kane County AD HOC Opioid Settlement Fund Committee has been established to address opioid abuse and overdose abatement activities and programs.

 

NOW, THEREFORE, BE IT RESOLVED by the Kane County AD HOC Opioid Settlement Fund Committee that the designated administrators of the opioid settlement funds approve using $300,000 (Three Hundred Thousand Dollars) from the opioid settlement funds for a grant to Lighthouse Recovery, Inc. for an expansion of its Medication Assisted Recovery services.
