Authorizing Lease for Court Services Elgin Office

WHEREAS, Illinois Statute 730 ILCS 110/13 states, “It shall be the duty of the county board to furnish suitable rooms and accommodations, equipment and supplies for probation officers and clerical assistants in that jurisdiction and for the keeping of the records, equipment and supplies of the office”; and
WHEREAS, Court Services supervises over 3,500 individuals in the pretrial phase of their court cases and over 5,400 adult and juvenile probationers by conducting home visits, doing drug testing, and having office appointments in the communities in which the clients reside, etc; and
WHEREAS, the Court Services’ Elgin probation office has 14 probation officers, 2 support staff and 2 Supervisors who together supervise probationers, keep records, conduct home visits, administer drug tests, and investigate and compile violations notices and police arrest referrals for court; and
WHEREAS, the Court Services’ Elgin probation office has been at the location of 113 S. Grove Ave, Elgin for 15 years with the clients and city staff being well acquainted with our services and location, but the lease ends on November 30, 2026.
NOW, THEREFORE, BE IT RESOLVED by the Kane County Board that Madam Chair is authorized to sign a five (5) year lease agreement with LaGrove, LLC for the Court Services’ Elgin office location from December 1, 2026 to November 30, 2031, at $6,078.51 per month on December 1, 2026, with 3% increases each year as detailed in the lease, including mutually available “out clauses” should either party need to discontinue the lease with either 180 days’ notice for any reason, or 30 days’ notice for non-completion of office upgrades as agreed to in the side letter.
