Authorizing an Intergovernmental Agreement with DuPage County to Share Costs of Advertising to Promote Curbside Recycling Awareness on Suburban Pace Bus Routes that Cross County Boundaries

WHEREAS, Kane and DuPage Counties are both partners in the Feed the Cart Campaign, a regional recycling awareness campaign intended to increase the quantity and quality of curbside recycling collected in the region, funded through a U.S. EPA Recycling Outreach and Education grant; and
WHEREAS, Kane and DuPage Counties have each been subawarded federal grant funds to amplify the Feed the Cart messaging in their localities; and
WHEREAS, Pace bus service out of the River Garage and Fox Valley Garage runs through several high-traffic and densely populated areas of Kane and DuPage Counties, potentially providing 14.56 million advertising impressions over the course of a thirteen-week advertising campaign; and
WHEREAS, Pace service out of the River Garage crosses county boundaries, with roughly 50% of the service falling within Kane County and 50% falling within DuPage County while service from the Fox Valley Garage falls almost entirely within Kane County; and
WHEREAS, the Intergovernmental Cooperation Act (5 ILCS 220/1 et. seq) allows Kane County and DuPage County to contract among themselves to obtain and share services, or exercise, combine, or transfer any power of function in any manner not prohibited by law.
NOW, THEREFORE, BE IT RESOLVED that the Kane County Board authorizes and directs its Chairman to enter into an intergovernmental agreement with the County of DuPage through which the County of DuPage shall pay Kane County an amount not to exceed $8,000 for advertising purchased through Intersection Media, LLC on Pace Bus.
