Authorizing Contract for Prison Rape Elimination Act (PREA) Resident Reporting Services for the Juvenile Justice Center

WHEREAS, Pursuant to Title 28, Part 115 of the Code of Federal Regulations, juvenile detention facilities must comply with the Prison Rape Elimination Act to prevent, detect and respond to all incidents of sexual abuse and harassment in a confinement setting, and shall provide a confidential mechanism for residents to report such incidents to an external agency; and
WHEREAS, Family Service Association of Greater Elgin has met all of the requirements as specified in the request for proposal (RFP 26-043-TK PREA Reporting & Education Services) and have been determined to be the most responsible bidder. Family Service Association of Greater Elgin is the sole local service provider that is able to accommodate the PREA requirement to immediately forward resident reports of sexual abuse and harassment to Juvenile Justice Center officials. Family Service Association of Greater Elgin specializes in working with at-risk children and maintains a crisis response worker on staff 24 hours a day. Family Service Association of Greater Elgin was also the lowest bidder; and
WHEREAS, the Juvenile Justice Center’s current agreement with Family Service Association of Greater Elgin to provide PREA reporting services to detained youth expires on August 31, 2026. The Juvenile Justice Center and Family Service Association of Greater Elgin desire to renew our existing agreement at a rate increase of approximately 10%, an increase of One Thousand Six Hundred and Eighty Dollars ($1,680) per year.
NOW, THEREFORE, BE IT RESOLVED by the Kane County Board that Madam Chair is authorized to sign a three (3) year contract with Family Service Association of Greater Elgin to provide PREA reporting services for detained youth at the Juvenile Justice Center commencing September 1, 2026, through August 31, 2029, at a cost of Eighteen Thousand Four Hundred and Eighty Dollars ($18,480) per year, billed monthly at One Thousand Five Hundred and Forty Dollar ($1,540) per month.
