Authorizing Acceptance of the FY26 Illinois Department of Human Services (IDPH) Better Birth Outcomes Comprehensive (BBO-C) Grant

WHEREAS, the Center for Disease Control and Prevention reported 669 women died of maternal causes in the United States, in 2023. The maternal mortality rate in 2023 was 18.6 deaths per 100,000 live births; and
WHEREAS, In Illinois, an average of 88 women dies each year while pregnant or within one year of pregnancy. About half were related to pregnancy and 91% were preventable. Black women have the highest risk if pregnancy -related death. Black women are about two times as likely to die from a pregnancy related condition as white women; and
WHEREAS, IDPH Bureau of Maternal and Child Health Better Birth Outcomes - Comprehensive provides pregnant woman, parenting clients with direct, comprehensive, 1:1 nursing assessments and assistance to connect and engage with desired services and understand the importance of a medical home. The BBO-C program provides services to dyads (pregnant and postpartum individuals and their infants) throughout pregnancy and the first six months after birth; and
WHEREAS, the Kane County Health Department has applied to receive funding from the Illinois Department of Human Services in the amount of two hundred forty-seven thousand dollars ($247,000.00) to implement this program: and
NOW, THEREFORE, BE IT RESOLVED that the Kane County Board that the Kane County Board Chairman thereof be authorized to sign and enter into an agreement with the Illinois Department of Human Services (IDHS) to administer the BBO-C program.
