Approving 2027 Purchase of Ice Control Salt for the Kane County Division of Transportation and for Participating Governmental Agencies (BID 26-040-TK)

WHEREAS, bids have been solicited and received for the annual supply of ice control salt for the Maintenance Department of the Kane County Division of Transportation (KDOT) and participating governmental agencies (Agencies) through the Kane County Purchasing Department; and

 

WHEREAS, KDOT will utilize “Treated” salt that is untreated “Dry” salt mixed with an application of a chemical deicing agent to create ice control salt for winter roadway maintenance; and

 

WHEREAS, the Agencies will utilize both “Treated” salt that is untreated “Dry” salt mixed with an application of a chemical deicing agent to create ice control salt for winter roadway maintenance and untreated “Dry” salt; and

 

WHEREAS, the Treated Salt Contract allows for the purchase of 80% - 150% of the contract amount and the Dry Salt Contract allows for the purchase of 80% - 120% of the contract amount for the 2026-2027 winter season; and

 

WHEREAS, Morton Salt, Inc. of Overland Park, Kansas was the low bidder in the amount of One Hundred Three and 28/100 Dollars ($103.28) per ton for the Dry salt and One Hundred Twenty-Three and 28/100 Dollars ($123.28) per ton for Treated salt; and

 

WHEREAS, it is estimated that KDOT will purchase approximately 9,000 tons of Treated salt from Morton Salt, Inc. for the 2026-2027 winter season and the Treated Salt contract allows for the purchase of up to 10,800 tons of Treated Salt by the County; and

 

WHEREAS, it is estimated that the Agencies will purchase approximately 15,600 tons of Treated salt from Morton Salt, Inc. for the 2026-2027 winter season and the Treated Salt contract allows for the purchase of up to 18,720 tons of Treated Salt by the Agencies; and

 

WHEREAS, it is estimated that the Agencies will purchase approximately 4,325 tons of Dry salt from Morton Salt, Inc.  for the 2026-2027 winter season and the Dry Salt contract allows for the purchase of up to 5190 tons of Dry Salt by the Agencies; and

 

WHEREAS, the One Hundred Three and 28/100 Dollars ($103.28) and One Hundred Twenty-Three and 28/100 Dollars ($123.28) Contracts for 2026-2027 winter season will be effective December 1, 2026.

 

NOW, THEREFORE, BE IT RESOLVED that the Kane County Board approves and authorizes a contract for the purchase of salt from the lowest bidder, Morton Salt, Inc. of Overland Park, Kansas, in the amounts as indicated hereinabove, and that the County Board Chairman is hereby authorized and directed to execute a contract and contractor’s bond therefor.

 

BE IT FURTHER RESOLVED that the Kane County Board hereby appropriates One Million Three Hundred Thirty-Three Thousand Four Hundred Twenty-Four Dollars ($1,331,424.00) from the Motor Fuel Local Option Fund #304, Line Item #60390 (Rock Salt) for KDOT purchases.
