Amending a Contract with MGT Impact Solutions, LLC, to Provide a Temporary Project Manager

WHEREAS, in 2021 Kane County was awarded $15,533,150.50 in Federal funds under the Emergency Rental Assistance Program 2; and

 

WHEREAS, the period for obligating funds ended on September 30, 2025, with final reports to the United States Treasury due and submitted on January 28, 2026; and

 

WHEREAS, the Development Department was responsible for compliance, grant reporting and grant closeout for the Federal Emergency Rental Assistance Program 2 (ERAP2) grant under a very tight schedule; and

 

WHEREAS, due to the departure of two key staff members who were providing project management and financial oversight to this grant, additional temporary project management and administrative support staff was urgently needed for timely and accurate completion and close out of the grant; and

 

WHEREAS, the administrative and personnel costs were entirely funded by a federal grant; and

 

WHEREAS, the current contract with MGT Impact Solutions, LLC, for the services of Catherine Romanowski was requested and approved by an Emergency Purchase Affidavit signed by the Kane County Board Chairman, pursuant to Kane County Code Chapter 2, Article VI, Division 3, Section 2-217 (A) for services relating to a temporary Project manager agreement for Catherine Romanowsky, contracted through MGT Impact Solutions, LLC (MGT) of Tampa, FL, to January 30, 2026, in an amount not to exceed $90,000.00 to be paid for from available grant administration funds; and

 

WHEREAS, the Kane County Board hereby ratified the Emergency Purchase Affidavit for services relating to a temporary Project Manager from Catherine Romanowsky contracted through MGT Impact Solutions, LLC (MGT), of Tampa, IL, in an amount to not exceed $90,000.00 and until January 30, 2026, to ensure the timely and accurate completion and closeout of the Emergency Rental Assistance Program 2 per Resolution 25-348 RATIFYING EMERGENCY PURCHASE AFFIDAVIT FOR A TEMPORARY PROJECT MANAGER FOR A FEDERAL GRANT; and

 

WHEREAS, the temporary project manager was instrumental in not only expending all of the grant funds before the December 31, 2025, deadline, she was also critical for preparing and submitting the Final Report due on January 28, 2026; and

 

 

WHEREAS, the costs for the services of the temporary project manager exceeded the not to exceed amount of $90,000.00 by and additional $3,000.00.

 

NOW, THEREFORE, BE IT RESOLVED that Chairman of the Kane County Board is authorized to amend the contract with MGT Impact Solutions, LLC (MGT), of Tampa, IL, by increasing the not to exceed by $3,000.00 to a new total of $93,000.00 (ninety-three thousand dollars).
