Authorizing an Agreement Between the Juvenile Justice Center and Greater Family Health to Provide Dental Services to Detained Youth

WHEREAS, Statute (730 ILCS 5/3-15-2 (b), states that the Illinois Department of Juvenile Justice (IDJJ) is responsible for establishing minimum standards for juvenile detention centers in the state.  IDJJ Standard 2602.80 states “Arrangements shall be made for a dentist to provide emergency dental care” to detained youth.  Regular, professional dental visits are also recommended by the Illinois Department of Human Services; and

 

WHEREAS, Elgin Greater Health is a local provider who has the knowledge, resources and expertise to provide dental services to detained youth at the Juvenile Justice Center (JJC).  Greater Family Health is willing to provide said services at the JJC when able and to provide space at their facility for treatment beyond what can be provided on-site; and

 

WHEREAS, Greater Family Health agrees to provide all necessary equipment to perform dental examinations at the JJC.  To directly bill youth’s insurance or Medicaid for dental services provided.  To coordinate quarterly examinations and consult with the JJC’s medical department in scheduling dental appointments for treatment beyond what can be provided at the JJC.  To provide a separate entrance/exit to the JJC for dental appointments at Greater Family Health; and

 

WHEREAS, the JJC agrees to provide space to Greater Family Health to perform dental examination on-site and will provide supervision of youth during those examinations.  When care beyond what can be provided on-site is required, the JJC agrees to transport youth to and provide supervision of them while receiving services at Greater Family Health in Elgin.  For the purposes of billing, the JJC will provide Greater Family Health with insurance or Medicaid information for each youth who receives services; and

 

NOW, THEREFORE, BE IT RESOLVED by the Kane County Board that Madam Chair be authorized to sign this resolution approving a (1) year Agreement with Greater Family Health to provide said services at the Juvenile Justice Center for the period commencing on the Effective Date and shall continue for one (1) year, unless otherwise terminated pursuant to the Agreement.  The Parties may mutually agree in writing to extend the Agreement for three (3) additional one (1) year renewal periods.
