Ratifying Emergency Purchase Affidavit for Financial, Accounting, and Consulting Services

WHEREAS, due to understaffing, critical financial, accounting, and consulting needs exist in the Workforce Development Department within the Office of Community Reinvestment; and
WHEREAS, there is a backlog of essential accounting functions that need to be immediately address to help prevent a permanent loss of grant funding; and
WHEREAS, the Human Resources Department has requested and received emergency purchase authorization from the Kane County Board Chairman, pursuant to Kane County Code Chapter 2, Article VI, Division 3, Section 2-217 (A) for a financial and accounting services agreement with Kerber, Eck & Braeckel LLP (KEB), of Springfield, IL in an amount not to exceed $120,000 from Workforce Development funds; and
WHEREAS, Kane County is in immediate need of financial and accounting services to minimize disruption of essential County financial services and ensure required invoicing, payments, reporting, and regulatory deadlines are met; and
WHEREAS, Kerber, Eck & Braeckel LLP (KEB) is available has the needed skills and experience with associated grants and has been recommended by the Illinois Department of Commerce and Economic Opportunity as best suited and cost effective to provide these emergency services; and
WHEREAS, it is in the best interest of the County to immediately address emergency and exigent financial, accounting, and consulting service needs; and
NOW, THEREFORE, BE IT RESOLVED that the Kane County Board hereby ratifies the Emergency Purchase Affidavit for Financial, Accounting, and Consulting Services from Kerber, Eck & Braeckel LLP (KEB) of Springfield, IL in an amount not to exceed $120,000 and authorizes the Kane County Board Chairman to execute any necessary documents in connection with the Emergency Purchase Affidavit subject to the review and advisement of the Kane County State’s Attorney’s Office.
