Authorizing the Purchase of a M-Vac Forensic DNA Collection System for the Kane County Forensic Laboratory

WHEREAS, the Kane County Forensic Laboratory, housed at the Kane County Sheriff’s Office, was founded by the members of the Opioid Settlement Fund Committee to enhance the use of forensic testing to track opioid use in this County and to support the justice-involved work of the Coroner’s Office, Sheriff’s Office, and State’s Attorney’s Office; and
WHEREAS, the use of DNA as an investigative tool has grown and improved over the past decade, as has the technology to support its analysis; and
WHEREAS, the M-Vac Forensic DNA Collection System was developed to recover usable samples of DNA on objects that are more challenging for collection, such as rough or porous surfaces, e.g., rocks, bricks, clothing, and carpet, and it has been used to successfully resolve a large number of cases, including a 42-year-old cold case belonging to a Kane County law enforcement agency in 2024; and
WHEREAS, the Kane County Coroner proposes the purchase of the M-Vac System for the Kane County Forensic Lab to expand and enhance its efficiency and ability to examine critical evidence to support the resolution of crimes in Kane County. The successful use of this device, paired with other DNA technology, can generate DNA profiles for investigative leads and for court purposes; and
WHEREAS, Bid Request #26-039-TL was issued for a forensic wet vac DNA collection instrument for the Lab, and one response was received from M-Vac Systems, Inc. of Sandy, Utah, in the amount of Fifty-One Thousand Three Hundred Eighty-Six and 00/100 Dollars ($51,386.00) for the complete system. M-Vac Systems, Inc. is a sole-source provider.
NOW, THEREFORE, BE IT RESOLVED that the Kane County Board authorizes the purchase of the M-Vac Forensic DNA Collection System for the Kane County Forensic Lab by the Coroner’s Office at a cost of Fifty-One Thousand Three Hundred Eighty-Six and 00/100 Dollars ($51,386.00) from M-Vac Systems, Inc. of Sandy, Utah.
