Authorizing a Fiscal Year 2027 0.2% Cost-of-Living Wage Increase for Non-Union Employees and Budget Adjustments to Amend the FY2027 County Budget

WHEREAS, Ordinance 26-227 authorized a FY2027 2.5% cost-of-living wage increase for departments under the direction of the County Board; and
WHEREAS, for departments under the direction of the County Board, the County desires to formally authorize an additional cost-of-living wage increase of 0.2% for the County’s non-union employees, active as of December 6, 2026, for Fiscal Year 2027, excluding employees whose salaries or wages are set by collective bargaining agreement, statute, ordinance, or employment contract and excluding employees employed by the County less than 90 days; and
WHEREAS, the County Board desires to formally authorize an additional cost-of-living wage increase of 0.2% for the County’s department heads, active as of December 6, 2026, specified in section 2-48(A)(3) of the Kane County Code, including the Executive Director of Information Technologies and Building Management, the Supervisor of Assessments, the Director of Development, the Director of the Office of Community Reinvestment, the Executive Director of the Health Department, the Director of Communications for KaneComm, the Director of Environmental and Water Resources, the Director of the Office of Emergency Management, the Executive Director of the Human Resource Management Department and the Executive Director of the Finance Department; excluding employees employed by the County less than 90 days; and
WHEREAS, the County Board desires to formally authorize an additional cost-of-living wage increase of 0.2% for the administrator, deputy administrator(s) and wardens of the County’s Animal Control department, active as of December 6, 2026, specified in section 5-3 of the Kane County Code, excluding employees employed by the County less than 90 days; and
WHEREAS, for departments under the direction of the County Board, the County has provided funding in the Fiscal Year 2027 budget for an additional cost-of-living wage increase of 0.2% for the County’s eligible employees effective December 6, 2026, which is the first pay period beginning on or after December 1, 2026, for each individual employee within each department active as of December 6, 2026, excluding employees employed by the County less than 90 days; and
WHEREAS, for Elected Offices, the County Board has provided additional funding in the Fiscal Year 2027 budget for an average wage increase of 0.2% for non-union employees, effective December 6, 2026, which is the first pay period beginning on or after December 1, 2026, to be allocated among individual employees within each Elected Office at the discretion of the Elected officeholder.
NOW, THEREFORE, BE IT ORDAINED by the Kane County Board that an additional 0.2% cost-of-living wage increase for Fiscal Year 2027, effective December 6, 2026, which is the first pay period beginning on or after December 1, 2026, is hereby authorized for each non-union employee in departments under the direction of the County Board, active and employed for at least 90 continuous days as of December 6, 2026, excluding those whose salaries or wages are set by collective bargaining agreement, statute, ordinance, or employment contract; and
NOW, THEREFORE, BE IT FURTHER ORDAINED by the Kane County Board that an additional 0.2% cost-of-living wage increase for Fiscal Year 2027, effective December 6, 2026, which is the first pay period beginning on or after December 1, 2026 is hereby authorized for the County’s department heads, active and employed for at least 90 continuous days, as of December 6, 2026, specified in section 2-48(A)(3) of the Kane County Code; and
NOW, THEREFORE, BE IT FURTHER ORDAINED by the Kane County Board that an additional 0.2% cost-of-living wage increase for Fiscal Year 2027, effective December 6, 2026, which is the first pay period beginning on or after December 1, 2026, is hereby authorized for the administrator, deputy administrator(s) and wardens of the County’s Animal Control department, active and employed for at least 90 continuous days, specified in section 5-3 of the Kane County Code; and
NOW, THEREFORE, BE IT FURTHER ORDAINED by the Kane County Board that for Elected Offices, the Kane County Board has provided additional funding in the Fiscal Year 2027 Budget for an average wage increase of 0.2% for non-union employees, effective December 6, 2026, which is the first pay period beginning on or after December 1, 2026, to be allocated to employees at the discretion of the Elected officeholder.
NOW, THEREFORE, BE IT FURTHER ORDAINED by the Kane County Board that the budget adjustments as listed on Exhibit A be made to the FY2027 Budget as of December 1, 2026.
