Supporting HB4652 to Create a Manufacturer-Funded Electronic Smoking Device Stewardship Program in Illinois

WHEREAS, use of electronic smoking devices, particularly those that are marketed as disposable, has increased dramatically over the last decade; and
WHEREAS, it is estimated that 182.5 million electronic smoking devices are disposed annually in the U.S., translating to roughly 275,000 such devices disposed annually in Kane County; and
WHEREAS, electronic smoking devices introduce several hazards into the waste stream, including flammable lithium batteries, which have been correlated with an increased incidence of fires in waste collection vehicles and processing facilities, and concentrated nicotine, which poses both acute health and environmental hazards; and
WHEREAS, the Naperville Household Hazardous Waste is currently the only reasonably convenient outlet available to Kane County residents seeking non-landfill disposal options for electronic smoking devices; and
WHEREAS, there are significant financial burdens borne by public schools, park districts, and other publicly funded institutions where electronic smoking devices may be improperly disposed or otherwise accumulate, as they are required to retain licensed hazardous waste services to dispose of electronic smoking devices under the federal Resource Conservation and Recovery Act; and
WHEREAS, the purpose of HB4652, the Electronic Device Stewardship Act, introduced by Rep. Kelly Cassidy to the 104th General Assembly, is to require the development of a manufacturer-organized and funded stewardship program where collection, transportation and disposal costs are borne by electronic smoking device manufacturers.
NOW, THEREFORE, BE IT RESOLVED that the Kane County Board is a Proponent of HB4652 and staff and elected officials are encouraged to submit witness slips and testimony establishing Kane County as a Proponent of HB4652, and are further encouraged to engage members of the General Assembly to recommend advancement of the Bill.
