Authorizing Additional 4-Inch Conduit Across the River for Future County Communications Infrastructure with the City of Geneva and Whittaker Construction & Excavating, Inc.

WHEREAS, Kane County maintains a fiber optic network for communications and data services for the county; and
WHEREAS, the City of Geneva identified the existing sanitary sewer river crossing and hydraulic flow restriction to the screening building at its Wastewater Treatment Plant as contributing factors to sanitary sewer overflows during heavy rain events; and
WHEREAS, on June 6, 2022, the Geneva City Council approved a professional services agreement with Fehr Graham Engineering for the design of a new sanitary sewer river crossing and screening building; and
WHEREAS, on September 22, 2025, bids were opened for construction of the new sanitary sewer river crossing, and four bids were received, with the low bid submitted by Whittaker Construction & Excavating, Inc., which was approximately 21% below the engineer's estimate; and
WHEREAS, Kane County desires to install one additional 4-inch conduit as part of the river crossing project to provide capacity for future fiber optic and communications infrastructure needs, thereby avoiding the substantially greater cost and disruption of constructing a separate river crossing in the future; and
WHEREAS, the cost of the additional conduit is $46,113, plus a contingency of $20,000, for a total project cost not to exceed $66,113.
NOW, THEREFORE, BE IT RESOLVED by the Kane County Board that the Information Technologies Department is authorized to work with the City of Geneva and Whittaker Construction & Excavating, Inc. for the installation of one additional 4-inch conduit as part of the City of Geneva sanitary sewer river crossing project, at a total cost not to exceed Sixty-Six Thousand One Hundred Thirteen Dollars ($66,113).
