Authorizing a Contract Rate Increase for Professional Psychiatric Services for the Juvenile Justice Center

WHEREAS, pursuant to Section 3-15-3 of the Unified Code of Corrections (730 ILCS 5/3-15-3), juvenile detention facilities must provide mental health services to persons with mental illnesses and developmental disabilities; and
WHEREAS, the Juvenile Justice Center (“JJC”) has contracted with Family Counseling Services (“FCS”) since 2021 (Reso. 21-328; renewed by Reso. 24-240) to provide psychiatric care, mental health care and prescription medication services to juveniles held for detention at the JJC; and
WHEREAS, the juveniles at the JJC have been served very well by the mental health professionals provided by FCS, and many of the juveniles have established a strong rapport with their counselors; and
WHEREAS, FCS has encountered extraordinary rate increases for obtaining its specialty medical professional liability insurance for providing on-site psychiatric medication services in a jail/detention setting, and without a contract rate increase to cover this additional expense, FCS would have to discontinue providing on-site psychiatric medication services at the JJC; and
WHEREAS, the JJC desires to retain FCS as a professional partner and believes it is in the best interest of the juveniles housed at the JJC for FCS’s mental health professionals to maintain a continuity of care with the juvenile population FCS serves; and
WHEREAS, the additional cost to retain FCS’s professional services would result in an annual contract increase amount of $13,717.00, for a new total contract amount of $55,317.00, per year.
NOW, THEREFORE, BE IT RESOLVED that the Kane County Board that the Chairman is authorized and directed to execute the attached Contract Addendum with Family Counseling Services, amending the current Contract for Professional Psychiatric Services for the Juvenile Justice Center, at new contract cost of Fifty-Five Thousand Three Hundred Seventeen Dollars ($55,317.00) per year.
