Approving a $299,406.00 Agreement for Phase I/II Design Engineering Services with Gonzalez Companies, LLC of Downers Grove, Illinois for HSIP Systemic Safety Improvements on Rural Curves, Kane County Section No. 24-00577-00-SP

WHEREAS, Illinois' Highway Safety Improvement Program (“HSIP”) is a core federal program (23 U.S.C. 148 and 23 CFR Part 924), intended to produce a measurable and significant reduction in fatalities and serious injuries resulting from traffic related crashes on all public roads; and
WHEREAS, the HSIP consists of three main components, the Strategic Highway Safety Plan (SHSP), State HSIP or program of highway safety improvement projects, and the Railway-Highway Crossing Program (RHCP), In addition, some states also have a High-Risk Rural Roads (HRRR) program if they had increasing fatality rate on rural roads; and
WHEREAS, in order to implement HSIP in Kane County, Phase I/II Design Engineering services are required for the construction of the HSIP Systemic Safety Improvements on Rural Curves (hereinafter referred to as the “Improvement”); and
WHEREAS, in order to accomplish the Improvement, it is necessary to retain the services of a professional engineering firm to provide Phase I/II Design Engineering services therefor; and
WHEREAS, Gonzalez Companies, LLC, 1401 Branding Avenue, Suite 365, Downers Grove, Illinois 60515 has experience and professional expertise in Phase I/II Design Engineering and is willing to perform the required services for an amount not to exceed Two Hundred Ninety-Nine Thousand Four Hundred Six Dollars ($299,406.00) as set forth in a Phase I/II Design Engineering Services agreement (a copy of which is on file with the County Clerk’s Office).
NOW, THEREFORE, BE IT RESOLVED by the Kane County Board that the Kane County Chairman is hereby authorized and directed to execute a Phase I/II Design Engineering services agreement with Gonzalez Companies, LLC for the Improvement on behalf of the County of Kane.
BE IT FURTHER RESOLVED that the Kane County Board appropriate the not to exceed sum of Two Hundred Ninety-Nine Thousand Four Hundred Six Dollars ($299,406.00) from Transportation Sales Tax Fund #305, Line Item #50140 (Engineering Services) to pay for said Phase I/II Design Engineering services for the Improvement.
